A Historical Reflection on the Apostles of Jesus in Shenandoah in Pennsylvania and Beyond

The history of the Apostles of Jesus demonstrates that solid spirituality leads to holiness. Through prayer, participation in the sacraments, fidelity to the liturgy, self-denial, perseverance in suffering, and love of God, our Co-founders established a spiritual tradition that continues to guide the Institute today.
Their example challenges every member to deepen his relationship with Christ and to serve others with generosity and joy. By remaining faithful to the spiritual foundations they established, the Apostles of Jesus will continue to proclaim the Gospel effectively and lead many people to Christ, the Good Shepherd, for generations to come.
The arrival of the Apostles of Jesus at St. George Catholic Church and Our Lady of Mount Carmel Church in Shenandoah, within the Diocese of Allentown, unfolded not as an isolated occasion but as the fruit of years of missionary encounters, engagement, pastoral collaboration, and academic presence in the United States. What began as short-term visits for missionary cooperation, mission appeals, and academic studies gradually matured into enduring relationships with American clergy, religious communities, and lay faithful. These friendships became the foundation upon which a stable missionary presence was eventually built.
Development of Missionary Presence
The priests who first came to the United States encountered a wide range of pastoral settings and communities. Their ministry—especially through summer parish assistance—allowed them to understand local pastoral needs while also forming bonds of trust with American bishops and priests who welcomed their help. Over time, these encounters created a network of mutual support and familiarity that made a more permanent presence both possible and desirable.
This organic growth culminated in 1996 with the establishment of the Apostles of Jesus USA Mission Promotion Office at St. George Catholic Parish in Shenandoah. This marked the beginning of an organized and sustained missionary and pastoral commitment within the Diocese of Allentown.
Early Apostles of Jesus in the United States
Several members of the Apostles of Jesus played key roles in shaping this early missionary course. Their studies, mission appeals, and pastoral experiences contributed significantly to the eventual establishment of the Shenandoah mission. We begin with:
- Fr. Paul Mrosso, AJ — Arrived in 1985 and spent at least a year in the U.S. while completing a course in Religious Formation at the University of Missouri–St. Louis, part of the University of Missouri System.
- Fr. Peter Otim, AJ — Sent shortly after his 1988 ordination by Fr. John Massawe AJ and the First General Council (1984–1990) to conduct mission appeals in the United States.
- Fr. Peter Choi, AJ — Also sent by the First General Council to pursue further studies at the University of Notre Dame, Indiana.
More Members Who Were Supported for Further Studies in the United States Before 2001.
During the administration of Fr. Thomas Oliha, AJ, and the Second General Council (1990–1996), several members of the Apostles of Jesus were supported for advanced studies in the United States. These included: Fr. Paul O. Gaggawala, AJ; Fr. Callisto Locheng, AJ; Fr. Peter Mushi, AJ; Fr. Silvester A. Rwomukubwe, AJ; Fr. Peter Kasoli Bwayo, AJ; Fr. Joseph Walyaula, AJ; Fr. Nestorio Agirembabazi, AJ; and Fr. Augustine Njuu, AJ.
With the exception of Fr. Nestorio who studied at the Jesuit School of Theology in California and Fr. Augustine, who studied at Walsh University in Ohio, most of the rest studied at the Maryknoll School of Theology in New York.
Fr. Darius Oliha Makuja, AJ, arrived in the United States in September 1996, shortly after the conclusion of the Second General Council’s term, and began his studies at the University of Saint Louis in Missouri.
Fr. Godfred Freddy Ocun, AJ, arrived in the United States on July 31, 2000. Following the decision of the competent major superiors—and in agreement with Fr. Edward Bryce of Saint Bede Catholic Church, who generously provided residence and support—he enrolled at Duquesne University in Pittsburgh, Pennsylvania. This is the same university from which Fr. Peter Mushi, AJ, had graduated. At the time of Fr. Ocun’s arrival, Fr. Felix Owino, AJ, who had come to the United States more than a year earlier, was already pursuing his studies at Duquesne.
Concisely, most of the Apostles of Jesus priests who undertook studies before 2002 and even after, pursued studies at institutions such as:
- Maryknoll School of Theology, New York
- Duquesne University, Pittsburgh, Pennsylvania
- Pontifical John Paul II Institute, Washington, D.C.
- Jesuit School of Theology, Berkeley, California
- Walsh University, Canton, Ohio
- Saint Louis University, Missouri
Their academic formation, combined with pastoral exposure, broadened their missionary vision, and strengthened the Apostles of Jesus’ relationships with American parishes and dioceses.
The Significance of Father Edward Bryce
Fr. Edward Bryce must be prominently recognized in any historical reflection on the presence and development of the Apostles of Jesus in Shenandoah and beyond. Through his generosity and that of the parishioners of Saint Bede Parish, where he served as Pastor for many years, numerous Apostles of Jesus priests—including myself—were able to undertake further studies at Duquesne University in Pittsburgh, PA.
Duquesne University is owned by the Spiritans (formerly the Congregation of the Holy Spirit), just as Leuven University in Belgium—another institution where many Apostles of Jesus members have studied—is.
A successive list of Apostles of Jesus members who studied at Duquesne University, beginning with the first in 1997, is as follows: Fr. Peter Mushi, AJ; Fr. Felix Owino, AJ; Fr. Godfred Freddy Ocun, AJ; Fr. Frederick Leo Nkwasibwe, AJ; Fr. John Mary Mooka, AJ; Fr. Leonard Tumaini, AJ; Fr. William Okot, AJ; and Fr. Michael Mburu, AJ.
The expansion of the Apostles of Jesus into the Archdiocese of Oklahoma was facilitated in a significant way through Fr. Edward Bryce, a close friend of Fr. Robert Potts and Archbishop Eusebius Joseph Beltran of the Archdiocese of Oklahoma City. Through their collaboration and shared missionary vision, the Apostles of Jesus were invited to broaden their Catholic Church ministry and missionary presence within the archdiocese.
Archbishop Beltran—who retired in 2010 and who, together with Fr. Bryce and parishioners, visited East Africa, including my family and home village of Kyerero in southwestern Uganda, in 2007—passed away at the age of 91 on September 12, 2025.
My biological father, who died on the Feast of the Immaculate Conception, December 8, 2020, often spoke of both Fr. Bryce and Archbishop Beltran as embodying “a true Spirit of God working in them and helping them to build authentic human relationships” (L. Zebikire, personal communication, December 20, 2020). As a gesture of profound respect and gratitude, he donated a cow to each of them during their visit.
Today, the missionary presence of the Apostles of Jesus continues to flourish in the Archdiocese of Oklahoma through the ministry of Fr. John Baptist Sseruwu, AJ, Fr. Tarasisio Tumuhereze, AJ, and Fr. Gabriel Emuria, AJ.
Grounds for Long‑Term Mission
Through summer ministry assignments and parish assistance, these priests gained firsthand experience of the pastoral realities within American communities. Their presence nurtured trust, collaboration, and mutual respect.
Over time, these encounters—together with the friendships formed—laid a solid foundation for the Apostles of Jesus’ long‑term missionary commitment in the United States.
Helpful Perspectives for Understanding the Apostles of Jesus in the United States
In July 2026, the Apostles of Jesus USA Region celebrated twenty‑five years of fully sanctioned church ministry and missionary service in the United States of America. This milestone highlighted the year 2000, when the Apostles of Jesus formally assumed pastoral leadership of Saint Angela Merici Parish in the Bronx, within the Archdiocese of New York.
Two primary perspectives help illuminate the history of the Apostles of Jesus in the United States:
- Mission Promotion Office — the religious institute’s missionary presence, engagement, commitment, and cooperation expressed through its promotional and fundraising activities.
- Fully Sanctioned Church Ministry — the religious institute’s missionary presence and apostolic work conducted through parishes, hospitals / health facilities, and educational institutions.
The Significance of the Shenandoah Factor
The history of the Apostles of Jesus in Shenandoah, Pennsylvania, is a narrative shaped by providence, hospitality, and the gentle unfolding of God’s grace through missionary friendship. What began in 1991 as a simple request for Christmas assistance gradually matured into a deep and enduring relationship that enriched St. George and Our Lady of Mount Carmel Parishes for more than a decade.
The Apostles of Jesus became a living witness to unity in diversity, missionary zeal, and the beauty of the Church’s universal character—revealing how small beginnings can blossom into lasting pastoral and spiritual impact.
A Unique Providential Beginning (1991)
In November 1991, Father Robert Reiley, MM, a Maryknoll Missionary stationed in New York, contacted Father Robert Potts, Pastor of St. George, and Our Lady of Mount Carmel Parishes in Shenandoah in the Diocese of Allentown.
The purpose of the call was simple yet providential: Fr. Paul O. Gaggawala, AJ, a priest of the Religious Missionary Institute of the Apostles of Jesus, then studying at the Maryknoll School of Theology, needed a place to stay during his Christmas break.
Recognizing the pastoral demands of celebrating nine Christmas Masses at St. George and Our Lady of Mount Carmel Parishes, Fr. Reiley sought Fr. Paul’s assistance and secured a favorable response from Father Potts to make it possible.
On December 16, 1991, Fr. Reiley arrived with Fr. Paul Gaggawala, AJ—warm, friendly, and deeply dedicated. His joyful missionary spirit quickly endeared him to the people of Shenandoah.
Late Fr. Paul Onyango Gaggawala AJ ( A friendly and transformational priest who strove to exemplify the Charism and Spirituality of the Apostles of Jesus in the United States of America and became the 1st AJ Mission Promotion Office Director and AJ USA Mission Community/Zone/Region Superior). (Died January 10th, 2022).
When he returned to school on January 24, 1992, parishioners felt a genuine sadness at his departure.
During the celebration of the 50th anniversary of the foundation of the Apostles of Jesus in 2018, Father Robert recalled that the arrival of Fr. Paul Gaggawala, AJ in Shenandoah on December 16, 1991, eventually proved to be mutually beneficial.
Fr. Robert Potts explained how the Apostles of Jesus came to establish a formal missionary presence in the USA: “I got a call from a Maryknoll priest. Fr. Paul Gaggawala, AJ, wanted a place to stay during the Christmas break. I had wanted and was planning to go to Texas for a Spanish course. Bishop Welsh had already asked me to give him a priest who would take my place when I would be away, asking, ‘Who will take your place?’” Having known Fr. Paul Gaggawala, I presented him as my substitute when I would be away.
Responding to a Growing Need (1992–1993)
Because Fr. Potts was responding to a growing need within the faith community, Fr. Paul returned for the summer, strengthening his bond with the people of Shenandoah. During this same period, Fr. Potts achieved his long‑held goal of studying Spanish at the Mexican American Cultural Center in San Antonio.
In these years, Shenandoah experienced a significant increase in its Hispanic population, many of whom were not bilingual. To meet this pastoral need, Fr. Potts—then Pastor of St. George and Our Lady of Mount Carmel Parishes—expressed interest in formal Spanish study. Monsignor John Campbell, head of the diocesan Hispanic Apostolate, agreed and began arrangements for Fr. Potts to attend the Mexican American Cultural Center in Texas, beginning in the summer of 1992.
However, Bishop Thomas J. Welsh would not approve the plan unless a suitable substitute could be found to care for the parishes during Fr. Potts’s absence. This requirement prompted Fr. Potts to immediately suggest Fr. Paul. Although Bishop Welsh and other diocesan personnel initially questioned whether Shenandoah was ready for “Fr. Paul Gaggawala, AJ,” someone from Africa, Fr. Potts had no hesitation. His response to their doubts was clear and confident: “Yes, I think Shenandoah is ready for this” (Fr. Potts, personal communication during the 50th anniversary celebration of the Apostles of Jesus worldwide, 2018). Fr. Potts was soon proven right.
After graduating from Maryknoll in May 1992, Fr. Paul returned to Nairobi, Kenya, where he served for a little over two years as Academic Dean and Lecturer in Dogmatic Theology at the Apostles of Jesus Major Seminary.
In 1993, Fr. Calisto Locheng, AJ, assisted during Easter and later volunteered for summer visitation to Shenandoah.
Fr. Peter Mushi, AJ (A priest with a charming personality that attracted many people to know the Apostles of Jesus as he served them as the 1st AJ Mission Promotion Office Secretary, Assistant Pastor in the USA, and Pastor in the USA in November 2000).
Later that year, Fr. Peter Mushi, AJ, arrived for Christmas 1993, stayed through January 1994, and returned in summer 1994, quickly becoming an integral part of Shenandoah’s pastoral life.
Deepening the Missionary Presence (1994–1996)
After graduating from Maryknoll in December 1994, Fr. Peter returned for Christmas and remained through summer 1995 before beginning graduate studies at Duquesne University (1995–1997).
Meanwhile, Fr. Paul returned to the United States in 1995 to pursue doctoral studies at the John Paul II Institute in Washington, D.C. From 1995 to 1999, he returned each summer for parish visitation, eventually completing both his Licentiate and Doctorate in Sacred Theology.
Both priests continued to assist Shenandoah whenever possible, deepening the missionary friendship between the Apostles of Jesus and the Diocese of Allentown.
Apostles of Jesus: The Third General Chapter’s Linked Expansion to the USA (1996)
A decisive moment came on June 21, 1996, when the newly elected Superior General, Fr. Silvester Arinaitwe Rwomukubwe, AJ, convened a meeting at the Maryknoll Center in Ossining, New York.
Inspired by Christ’s mandate— “To the other towns also I must proclaim the good news of the Kingdom, because for this purpose I have been sent” (Lk 4:43)— the Apostles of Jesus formally established their Mission Promotion Office in the USA.
Present were Fr. Augustine Njuu, AJ; Fr. Paul Gaggawala, AJ; Fr. Peter Mushi, AJ; and Fr. Peter Kasoli Bwayo, AJ. Fr. Nestorio Agirembabazi, AJ, joined due to academic commitments.
Following, Fr. Paul and Fr. Peter formally requested acceptance into the Diocese of Allentown, and by late 1996, the people of Shenandoah warmly embraced the Apostles of Jesus. Their missionary presence enriched parish life and offered a powerful witness to Christian unity across cultures. It is little wonder, then, that following completion of his further studies at Duquesne University in 1997, Fr. Peter Mushi, AJ, was appointed to serve as the Assistant Pastor to Fr. Potts by the Bishop of the Diocese of Allentown.
Late Fr. Silvester Arinaitwe Rwomukubwe, AJ (A Visionary and Transformational Superior General who Endorsed Father Paul O. and Father Peter M. to Open and Promote a Mission Promotion Office in Shanandoah, Allentown Diocese, PA, in 1996). (Died April 18, 2026).
A Formal Partnership (1997)
On June 3, 1997, the Diocese of Allentown officially welcomed the Apostles of Jesus. The agreement was signed by:
- Most Rev. Thomas J. Welsh, Bishop of Allentown
- Rev. Silvester A. Rwomukubwe, AJ, Superior General
- Msgr. Anthony Muntone, Vicar General of the Diocese of Allentown
- Rev. Paul Gaggawala, AJ, U.S. Superior
- Rev. Robert Potts, Pastor
- Rev. Peter Mushi, AJ, Assistant Pastor
Shenandoah became the home of the Apostles of Jesus Mission Promotion Office, and many AJ priests passed through the community in the years that followed.
Fr. Paul’s report to the Fourth General Chapter & Council (2002-2008) emphasized that June 21, 1996, was “engraved in the cornerstone of the AJ USA Zone,” marking their formal response to the Mission ad Gentes.
Growth and Transition (2000–2003)
After completing his doctorate, Fr. Paul Gaggawala, AJ moved permanently to Shenandoah, taking residence at 129 South Jardin Street, the historic springboard of all Apostles of Jesus missionary activity in the United States. His principal collaborator during this period was Fr. Peter Mushi, AJ.
The Mission Promotion Office experienced steady growth:
- Fr. Deogratias Rwegasira, AJ — Joined the staff in 2000, serving also as Assistant Pastor of Saint George and Our Lady of Mount Carmel parishes.
- Fr. Deogratias succeeded Fr. Peter Mushi, AJ, who, after completing his studies at Duquesne University, had served as Assistant Pastor to Fr. Potts before being appointed Pastor of Saint Angela Merici Parish in the Bronx (Archdiocese of New York) on November 15, 2000.
- Fr. Frederick Leo Nkwasibwe, AJ — Joined the staff in 2001–2002, serving as Mission Office Secretary.
- Fr. Peter Mainza, AJ — Replaced Fr. Fred in 2002 when the latter departed for graduate studies at Duquesne University.
Between 2000 and 2001, two AJ members pursuing graduate studies at Duquesne University—Fr. Felix Owino, AJ, and Fr. Godfred Ocun, AJ—actively supported the work of the Mission Promotion Office in Shenandoah.
Meanwhile, pastoral developments had been unfolding elsewhere, particularly in Canton and Cleveland, Ohio, where Fr. Augustine Njuu, AJ; Fr. Firminus Shirima, AJ; Fr. Isidore Munishi, AJ; and Fr. John Kilasara, AJ were stationed between 1992 and early 2002.
The first group of the Apostles of Jesus in the state of Illinois arrived in August 2001. They were Fr. Rogers Byambasa, AJ, and Fr. Richard O’Nyamwaro, AJ.
Although anticipation for the Apostles of Jesus to begin ministry in the Diocese of Portland in Maine dates back to 2001, it was not until 2003 that the first AJ priest, Fr. Apolinary Kavishe, AJ, arrived. He served at Corpus Christi Parish from 2003 to 2005, after which he was transferred to Eastern Maine Medical Center in Bangor, where he worked as a Clinical Chaplain from 2005 until 2024.
By this time other AJ priests had joined him in Maine, including Fr. Robert Tumwekwase, AJ, Fr. Dominic Tumusiime, AJ, Fr. Amandus B. Sway, AJ, and Fr. Gaudence O’Lyaruu, AJ (who served there briefly).
From Shenandoah to Northampton (2003)
In 2003, the Mission Promotion Office relocated from Shenandoah to Northampton, continuing its work within the Diocese of Allentown.
Although the office moved in 2003, the final AJ member in Shenandoah—Fr. Deogratias Rwegasira, AJ—remained until June 15, 2004. At that time, he concluded his service as Assistant Pastor to Fr. Robert Potts, Pastor of Saint George, Our Lady of Mount Carmel, and Saint Stephen parishes. He was then transferred to serve as Assistant Pastor of Saint Bernard/Saint Michael/Saint Joseph Churches in Easton, PA.
Northampton as Mission Promotion Office and Zone Office/Region (2003–present)
In agreement with the competent authority of the Diocese of Allentown, the Apostles of Jesus relocated from Shenandoah to Northampton in 2003. From that year onward, the premises of Saint Michael Church—which had been consolidated with other parishes in accordance with the diocesan pastoral program—have served as the Apostles of Jesus Mission Promotion Office and the headquarters of the AJ USA Region. This is the principal house of the Apostles of Jesus in the USA.
Before the Apostles of Jesus USA Zone was formally elevated to the status of a Region by the Superior General Very Rev.Fr. Augustine R. Njuu, AJ, during the 9th annual Zonal Meeting held at Mary Immaculate Center, Northampton, PA, July 28th-30th, 2004, Northampton functioned simultaneously as both the Mission Promotion Office and the Zone Office.
During this period, Fr. Paul Gaggawala, AJ, assisted by Fr. Peter Mushi, AJ, served as both Director of the Mission Promotion Office and Superior. Together, they encouraged all Apostles of Jesus in the United States to seek new avenues of evangelization, to care lovingly for the people entrusted to them, and to strengthen one another in living their charism rooted in the Chief Good Shepherd, the source of grace and nourishment.
Through their leadership, Frs. Paul and Peter significantly strengthened the Apostles of Jesus presence and missionary outreach in the United States. But it would appear to be a sin of omission, if we did not, in this historical reflection, recognize those people who helped the Apostles of Jesus to settle in Shanandoah, PA. We offer special recognition to the parishioners of Saint George, Our Lady of Mount Carmel, and Saint Steven Parishes, the first communities we were blessed to serve and learn from about the American pastoral context before expanding our mission to others.
Up to this time, Fr. Peter Mainza, AJ—who had joined the staff of the Apostles of Jesus Mission Promotion Office in April 2002—continued to serve with remarkable dedication as Mission Secretary, providing strong support to both Fr. Paul Gaggawala, AJ and Fr. Peter Mushi, AJ.
AJ USA Region Restructuring Committee Report (2008–2009)
The history of the Apostles of Jesus’ relocation from Shenandoah to Northampton and elevation from a zone to a region includes a significant moment marked by the desire for structural reform. As the USA Region continued to grow, it became increasingly clear that its governance needed to be distinguished from the leadership and responsibilities of the Mission Promotion Office. This concern was formally addressed during the Apostles of Jesus USA Regional Assembly held in Pennsylvania, from July 22–24, 2008.
At that gathering, the members resolved to strengthen the structural governance of the Apostles of Jesus USA Region by distinguishing and separating its administrative functions from those of the Mission Promotion Office.
To implement this resolution, the Apostles of Jesus USA Region Restructuring Committee was established and mandated to study the situation and propose appropriate structural changes. The committee consisted of four members:
- Fr. Robert Tumwekwase, AJ (Chairperson)
- Fr. Frederick Leo Nkwasibwe, AJ (Secretary)
- Fr. Isidore Munishi, AJ (Member)
- Fr. Frederick Otieno, AJ (Member)
From July 2008 to July 2009, the committee fulfilled its mandate through in‑person meetings, consultations, and the solicitation of input from members across the USA Region. Upon completing its study, the committee prepared a final draft report, which was presented to the competent superiors—Fr. Paul Gaggawala, AJ and Fr. Peter Mushi, AJ—in July 2009.
Apostles of Jesus USA Region Elections (2011)
In accordance with the Constitutions of the Apostles of Jesus, elections for the new regional administration were conducted in 2011. These elections were convened by Fr. Paul Gaggawala, AJ in collaboration with Fr. Peter Mushi, AJ and in consultation with the General Administration in Nairobi, Kenya. Following the electoral process, the members elected—and the competent major superiors appointed—the following:
- Fr. Augustine Idra, AJ (Regional Superior)
- Fr. Fred Wangwe, AJ (Assistant Regional Superior)
- Fr. Constantine Odouri, AJ (Council Secretary).
At the time of his election and appointment in 2011 as Regional Superior, Fr. Augustine Idra, AJ was serving in the Diocese of Knoxville, Tennessee, where he had ministered since arriving in the United States in 2004. During his years in Knoxville Diocese, he first served at Saint Jude Parish in Chattanooga for one year, after which he was transferred to All Saints Parish in Knoxville, where he ministered for four years. From All Saints, he moved to Notre Dame High School in Chattanooga, TN, serving there for three years (2008–2011). In addition to these assignments, he was the Zone Coordinator of the Mazzoldi Zone from 2006 until his election and appointment as Regional Superior.
Fr. Augustine Idra, AJ ( Regional Superior of the Apostles of Jesus USA Region from 2012 to present day).
Fr. Fred Wangwe, AJ, was serving at Saint Monica Parish in Sunbury in the Diocese of Harrisburg, Pennsylvania, at the time of his election and appointment. He first arrived in the diocese in 2003, beginning his pastoral ministry at Saint Rose of Lima Church in York. He currently serves at Sacred Heart Parish in Lewisburg and Saint George Parish in Mifflinburg, continuing his ministry within the same diocese.
Fr. Fred Wangwe, AJ ( Assistant Regional Superior and Pastor of Sacred Heart Parish and Saint George Parish in the Diocese of Harrisburg, PA).
Their respective pastoral assignments in these dioceses formed part of the broader missionary outreach of the Apostles of Jesus in the United States. Fr. Constantine worked in the Diocese of Allentown. After assuming office, the new regional council appointed Fr. Deogratias Rwegasira, AJ as Regional Financial Administrator. At that time of his appointment, Father Deogratias was serving as Pastor of Saint Bernard/Saint Michael/Saint Joseph Churches in Easton, Pennsylvania.
Fr. Paul Gaggawala, AJ, dedicated ample time to ensure a smooth and orderly handover to the new regional administration.
However, Fr. Constantine Odouri, AJ, did not serve on the Regional Council for long; he resigned from the position. Following his resignation, Fr. Avitus Kazi Siriwa, AJ, was identified and appointed to replace him on the Regional Council. He served as its secretary.
Fr. Kazi Siriwa, AJ served faithfully in this role until 2019, when he was called to Nairobi, Kenya, and appointed Director of Finance and Administration, a newly established office created by the Pontifical Commissary and his assistants.
Upon his transfer to Nairobi, Kenya, Fr. Kazi Siriwa, AJ, concluded his service as the Region’s Secretary and was succeeded by Fr. Odemaris Bahati Kisaka, AJ, who now assumes the responsibilities of the office.
Mission Promotion Office
Regarding the Mission Promotion Office, the Fr. Speratus Kamanzi, AJ, Superior General, in consultation with his General Council, appointed Fr. Richard O’Nyamwaro, AJ to succeed Fr. Paul O. Gaggawala, AJ as Director.
Prior to his appointment and transfer to the Mission Promotion Office, Fr. Richard O’Nyamwaro, AJ served in the state of Illinois, working with Fr. Rogers Byambasa, AJ as a Catholic Priest Chaplain at OSF beginning in August 2001, shortly before the events of September 11, 2001. He also served as a priest in residence at Saint Mary of the Lake Church in Chicago while pursuing Graduate Studies in Counseling at Loyola University, a private Jesuit research university founded in 1870. He successfully completed his studies and obtained his degree in 2009.
In addition, Fr. Richard undertook Clinical Pastoral Education (CPE) and became a Board Certified Chaplain (BCC) with the National Association of Catholic Chaplains in 2010. After his ministry in Illinois, he was assigned by the competent superiors to serve as the Catholic Priest Chaplain at Holy Spirit Hospital in the Diocese of Harrisburg, Pennsylvania. As a board-certified chaplain, he continued his healthcare ministry with competence and confidence.
Fr. Richard reported to his new assignment as Director of the Mission Promotion Office on April 1, 2012. Following his transfer, Fr. Barnabas Shayo, AJ replaced him at Holy Spirit Hospital.
Until then, Fr. Barnabas Shayo, AJ had been serving in the Archdiocese of Portland, Oregon, as the Clinical Catholic Priest Chaplain at Providence Portland Medical Center (PPMC), where three AJ priests are currently assigned: Fr. Augustine Manyama, AJ, Fr. Dominic Mtenga, AJ, and Fr. Frederick Leo Nkwasibwe, AJ. Their ministry operates under the leadership of Fr. Godfred Freddy Ocun, AJ, who serves as Director of the Spiritual/Pastoral Care Departments at both PPMC and Providence Saint Vincent Medical Center, at the Regional and System levels.
In alignment with part of the proposal of the AJ USA Restructuring Committee, the Mission Promotion Office now operates with personnel distinct from those of the USA Region, while maintaining strong coordination and collaboration between the two entities.
Initially, only two members staffed the Mission Promotion Office:
- Fr. Richard O’Nyamwaro, AJ, Director
- Fr. Peter Mainza, AJ, Mission Office Financial Secretary.
Soon thereafter, Fr. Bruno Dongo, AJ was appointed to join the Mission Promotion Office as the second Mission Office Financial Secretary, further strengthening its administrative capacity.
Post–Fr. Paul Gaggawala Leadership
Following the formal transition of leadership—both in the USA Regional Government and in the Mission Promotion Office—Fr. Paul Gaggawala, AJ returned to Uganda in 2012.
The newly appointed personnel of the two entities, led respectively by Fr. Augustine missionary Idra, AJ as Regional Superior and Fr. Richard O’Nyamwaro, AJ as Director of the Mission Promotion Office, continued the work from the point at which Fr. Gaggawala and his team had reached.
Fr. Peter Mainza, AJ, Returns to Africa (Nairobi, Kenya) (2018)
In January 2018, Fr. Peter Mainza, AJ returned to Nairobi, Kenya, after serving in the Apostles of Jesus Mission Promotion Office in the United States for sixteen years (January 2002–January 2018).
After a brief period of ministry at the Apostles of Jesus Theologicum in Langata, Nairobi, he was appointed General Financial Administrator of the Apostles of Jesus at the Generalate in Karen, Nairobi.

The personnel of the Mission Promotion Office consistently keep in mind that, in managing the resources collected in the USA, they must consider not only the needs of their own office and region but also those of the generalate and the various individual regions, zones, communities, and houses of formation or seminaries—especially in Africa—since all of these form part of the one religious missionary institute, the Apostles of Jesus.
A Recognition of Diocesan Authority Guidance and Support
Following the retirement of Most Reverend Thomas J. Welsh, Bishop of Allentown, in December 1997, the Apostles of Jesus continued their missionary service under Most Reverend Edward P. Cullen, D.D., who succeeded Bishop Welsh in February 1998. After Bishop Cullen’s retirement in 2008, the Apostles of Jesus — whose headquarters remain within the Diocese of Allentown — maintained their fervent collaboration with diocesan leadership under Most Reverend John O. Barres. Today, the Apostles of Jesus in the Diocese of Allentown serve under the episcopal guidance of Most Reverend Alfred A. Schlert, who began his ministry as bishop in 2017.
Legacy of the Apostles of Jesus in Shenandoah and Beyond
Strengthened by the merciful love of God, the Chief Good Shepherd, the Apostles of Jesus brought missionary zeal, cultural richness, and pastoral dedication to Shenandoah and its surrounding communities. Their ministry deepened parish life, enriched liturgical celebrations and devotions, and embodied the Church’s universal mission. Their presence remains a cherished chapter in the history of St. George, Our Lady of Mount Carmel, and Saint Steven Parishes in Shenandoah, as well as in parishes, faith communities, health‑care facilities, and educational institutions beyond Shenandoah — a lasting testament to friendship in Christ and the fruitfulness of missionary collaboration.
From their humble and hopeful beginnings at Saint George Catholic Church, located at 129 Saint Jardin Street, the Apostles of Jesus have grown in missionary outreach. They now serve in various archdioceses and dioceses across the United States, including:

- Kentucky
- Tennessee
- Maine
- Washington, D.C.
- Missouri.
Expression of Gratitude
The growth and expansion of the Apostles of Jesus were advanced not only through the leadership of Fr. Sylvester A. Rwomukubwe, AJ, who, together with his General Council (1996–2002), mandated the opening of the AJ Mission Promotion Office in Shenandoah, PA, and accepted the entrustment of Saint Angela Merici Parish to the Apostles of Jesus in 2000, but also through the efforts of Fr. Augustine Njuu, AJ, who, with his General Council (2002–2008), sent additional members to the USA. Likewise, during the tenure of Fr. Speratus Kamanzi, AJ, as Superior General (2008–2014), and of Fr. Frederick Otieno, AJ, as Vicar General and Ad Interim Superior General (following the completion of the 6th General Chapter of 2014), further members were missioned to the USA Region. We express deep gratitude to them and their General Councils for their steadfast support and leadership. It is important to note that from 1996 until the Pontifical Commissary and his assistants assumed control of the Institute’s general administration, the three Superior Generals—and one Ad Interim Superior General—who governed the Institute were priests who had lived and worked in the United States.
We should keep in mind that it is because of the generosity and kindness of various friends, associates, sponsors, promoters, benefactors, well-wishers, etc., channeled through their Mission Promotion Office that the Apostles of Jesus in USA are enabled to promote their poor missions in Africa and to support and promote priestly, religious and missionary vocations and to fund quality formation and training programs, which are conducted in their seminaries and houses of formation in Uganda, Kenya, South Sudan, and Tanzania.
We are grateful that our Bishops, Presbyters, Deacons, and lay leaders with whom we collaborate and work to evangelize all who seek the truth, help and support us to experience God’s blessing in abundance. We express our sincerest gratitude for the love and funds we receive to give and serve the poor and vulnerable.
Conclusion
The expanding presence of the Apostles of Jesus reflects the enduring vitality of our charism and the continuing impact of our missionary spirit in the life of the Church in America. But it is important to note that Saint George Catholic Church—where the Apostles of Jesus first established their Mission Promotion Office in the United States—was formally closed on May 14, 2006, two years after the last Apostle, and Father Potts, who had welcomed the first Apostle there, had been transferred and left the parish. The closure followed an announcement by Father James C. Betchel, the pastor at the time, who revealed that the church building had become unsafe for use. Built in 1891, Saint George Church had originally served Lithuanian immigrants who had come to the region seeking work in the anthracite mines.

The Apostles of Jesus’ presence in the United States of America began when, the then newly elected Superior General Rev. Fr. Silvester A. Rwomukubwe, A.J, called a meeting of the 5 Apostles of Jesus priests studying in USA; the meeting took place in June 21st, 1996, at MaryKnoll Fathers and Brothers center in Ossining, New York, a date which marked the official establishment of the Apostles of Jesus Zone in USA.
The USA zone became a Region in 2004. The official news of its elevation was made public by the Superior General, Very Re. Augustine R. Njuu, AJ during the 9th annual zone meeting in July (28th – 31st) 2004. At the time of becoming a region there were 41 members ministering in 16 dioceses.
The region was further sub divided into 5 zones, during the 10th annual meeting held at Mary Immaculate Center, Northampton, PA in July (27th – 29th) 2005.
